Contract Details

Submission Requirements
Offerors must submit a comprehensive quote consisting of two components:
- Component One: Two Sample Flight Suits (Model 1 – SUPPO and Model 2 – PAO). These must be received by the Navy Flight Demonstration Squadron (NFDS) in Pensacola, FL, no later than April 20, 2026, by 4:00 PM EDT. The Government will not provide patterns for these samples. These samples will serve as First Article Test (FAT) units.
- Component Two: Written Proposal. This must be received by the Government no later than April 30, 2026, by 4:00 PM PDT.
- Intent to Respond & Material Request: Vendors must submit their intent to respond and request Government Furnished Material (Nomex fabric, American Flag crest, NFDS Crest) by March 13, 2026, by 12:00 PM PDT.
- Questions Deadline: All questions must be submitted by April 16, 2026, by 4:00 PM PDT.
- Past Performance Questionnaire: Offerors must complete Section I of the PPQ, and their clients must submit Sections II and III directly to the Government by April 30, 2026, 4:00 PM PDT.
Evaluation Criteria
Award will be based on a best value tradeoff. Component One (Sample Flight Suit) will be evaluated first on an Acceptable/Unacceptable basis. Only offers with acceptable sample suits will proceed to the Component Two evaluation, which includes the Technical Proposal, Past Performance, and Price. The ability to alter templates and adjust for fit over time is a key factor.
