Scope of Work
The contractor will construct, alter, and repair ceremonial flight suits for Blue Angels personnel, including Officer, Fat Albert, and #7 Crew Chief uniforms. This includes approximately 102 Royal Blue and 21 Navy Blue flight suits annually, with an option for 51 Yellow flight suits for anniversary seasons, totaling up to 1,700 uniforms over the contract period. All uniforms must comply with U.S. Navy Uniform Regulations (NAVPERS 156651), Purchase Description (PD) 99-01, and the Statement of Work (SOW), including specific material (flame-resistant Aramid fiber blend), color, fit, and construction standards. The Berry Amendment (DFARS 252.225-7012) applies. Services will support the Blue Angels primarily at NAS Pensacola, FL, and require contractor travel for measurements and fittings.

Submission & Evaluation
This acquisition follows a best value tradeoff evaluation. Component One requires the submission of two sample flight suits (Model 1 – SUPPO and Model 2 – PAO) by April 20, 2026, 4:00 PM EDT. These samples will serve as the First Article Test (FAT) units and are evaluated on an Acceptable/Unacceptable basis. Patterns for these samples will not be provided by the Government. Only proposals with acceptable samples will proceed to Component Two evaluation, which includes the Technical Proposal, Past Performance, and Price. Offerors must complete Section I of the Past Performance Questionnaire (Attachment 4), and their clients must submit Sections II and III directly to the Government by April 30, 2026, 4:00 PM PDT.
