Submission & Evaluation

Resumes must address all criteria outlined in the Evaluation Factors. Any proposed hourly rate exceeding the Not-to-Exceed (NTE) rate will be rejected. Evaluation will be based on technical merit and best value determination, not solely the lowest price. A final decision is expected within 30 calendar days of proposal receipt. Background and security documents are not required with the initial proposal but will be requested if a contract is offered.
Additional Notes
This BAA supersedes all prior versions. Proposals from prior fiscal years deemed acceptable and kept on file do not need to be resubmitted for the same position. Contractors awarded contracts over $150,000 must comply with the Vietnam Era Veterans' Readjustment Assistance Act of 1972. Travel reimbursement is generally not authorized unless specified in position descriptions.
