Solicitation / RFP / RFQ

This Broad Agency Announcement (BAA) solicits proposals from interested parties to recruit a pre-qualified candidate pool for professional, consultant, and support services for the USPS Office of Inspector General (OIG). The OIG is not subject to the Federal Acquisition Regulation (FAR). Proposals may be submitted on a rolling basis.

• The BAA covers professional, consultant, and support services across various OIG components, including:

  • Office of General Counsel (OGC)
  • Research Insight Solution Center (RISC)
  • Office of Investigations (OI)
  • Office of Audit (OA)
  • Office of Chief Information Officer (OCIO)
  • Mission Support (MS)

• Specific position descriptions will detail technical criteria.

• A key position advertised is the Workers Compensation Surveillance Specialist (WCSS) within the Office of Investigations.

• Contract type can be Firm-Fixed-Price (FFP), Time-and-Materials (T&M), or Labor-Hour (LH).

• Contract value and period of performance will vary depending on the position.

• The BAA is in effect for one fiscal year (October 1 – September 30) or until replaced by a successor BAA.

• Proposals are accepted on a rolling basis.

• The solicitation period ends on September 30, 2026.

• Evaluation is based on technical merit and best value determination, not solely the lowest price.

• Background and security documents are not required with the proposal but will be requested if a contract is offered.

• All responsible sources, including individuals and companies, may submit proposals.

• The USPS OIG is not subject to small business rules and set-aside requirements.

• This BAA supersedes all prior versions.

• Prior year BAA proposals deemed acceptable and kept on file do not need to be resubmitted for the same position.

• Travel reimbursement is generally not authorized unless stated in position descriptions.

• Contractors must comply with the Vietnam Era Veterans' Readjustment Assistance Act of 1972 for contracts over $150,000.
