Quick Summary

The USPS Office of Inspector General (OIG) has issued a Broad Agency Announcement (BAA) for professional, consultant, and support services. This BAA aims to recruit a pre-qualified candidate pool for various OIG components. The OIG operates outside the Federal Acquisition Regulation (FAR) and is not subject to small business set-aside rules. Proposals are accepted on a rolling basis until September 30, 2026.

Scope of Work

This BAA covers a range of professional, consultant, and support services for the OIG's components, including the Office of General Counsel (OGC), Research Insight Solution Center (RISC), Office of Investigations (OI), Office of Audit (OA), Office of Chief Information Officer (OCIO), and Mission Support (MS). Specific position descriptions, such as the Workers Compensation Surveillance Specialist (WCSS) within the Office of Investigations, will detail technical criteria. An amendment (001) updated the duty location for the WCSS position.

Contract & Timeline

  • Opportunity Type: Broad Agency Announcement (BAA)
  • Contract Types: Firm-Fixed-Price (FFP), Time-and-Materials (T&M), or Labor-Hour (LH).
  • Duration: One fiscal year (October 1 – September 30) or until replaced by a successor BAA.
  • Set-Aside: None (USPS OIG is not subject to small business rules or set-aside requirements).
  • Response Due: September 30, 2026, 12:00 PM ET (rolling basis).
  • Published: February 12, 2026.

Submission & Evaluation

Proposals are accepted on a rolling basis, with a final decision expected within 30 calendar days of receipt. Submissions should include candidate resumes, a cover letter, and a proposed hourly rate or firm fixed price. Resumes must address all criteria in the Evaluation Factors. Proposals with hourly rates exceeding the Not-to-Exceed (NTE) rate will be rejected. Evaluation is based on technical merit and best value, not solely the lowest price. Electronic submissions are encouraged to fafrasiabi@uspsoig.gov. Background and security documents will be requested if a contract is offered.

Additional Notes

This BAA supersedes all prior versions. Prior year proposals deemed acceptable do not need to be resubmitted for the same position. Travel reimbursement is generally not authorized unless specified. Contractors must comply with the Vietnam Era Veterans' Readjustment Assistance Act of 1972 for contracts valued at $150,000 or more.
