This is a combined synopsis/solicitation (RFQ #: 36C25926Q0348) for Triennial Switchgear and Battery Testing Certification services for the Department of Veterans Affairs Eastern Colorado Healthcare System (ECHCS). The government intends to award a firm-fixed-price contract.

• NAICS Code: 541350 (Building Inspection Services), Size Standard: $11.5 Million.

• A site visit is highly recommended (April 23rd, 2026, 9:00 AM MT). Details provided for meeting location.

• Offerors must submit quotes in four volumes: Technical Capability, Price, Past Performance, and VAAR 852.219-75 Certificate of Compliance.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for triennial testing, full maintenance, preventive maintenance, certification, and repair services for electrical systems at the Rocky Mountain Regional VA Medical Center (VAMC). The services are critical for the facility's essential functions and cover Government-Owned Paralleling Switch Gear (PSG), Automatic Throw Over (ATO), and Uninterruptible Power Supply (UPS) units.

The SOW details specific testing procedures for various electrical components, including:

• A final report including an executive summary, results, recommendations, and field data inspection sheets is required.

• Testing is to be conducted on a triennial basis.

• Contractor personnel must be qualified, licensed, and certified (NETA, OSHA 10/30).

• A site-specific safety plan and PPE are required.

• Lock-Out Tag-Out (LOTO) procedures must be followed.

• Contractor must provide all labor, tools, parts, materials, and transportation.

• A 100-mile radius for contractor location is specified.
