Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirement for triennial testing, full maintenance, preventive maintenance, certification, and repair services for emergency and non-emergency electrical systems at the Rocky Mountain Regional Veterans Affairs Medical Center (VAMC) in Aurora, CO. The services are vital to the essential function of the medical facility.

The contractor shall perform comprehensive testing and maintenance on various electrical systems, including:

• Generator Paralleling Switchgear and Control (PSG & ATO)
• Automatic & Manual Transfer Switches (ATS/MTS), including Fire Pump ATS
• Switchgear and Switchboard Assemblies
• Medium Voltage Vacuum Circuit Breakers
• Substation Transformers (Dry Type and Oil Filled Type)
• Low Voltage Circuit Breakers (480 VAC)
• Protective Relay Calibration (Solid State/ Digital)

• Metering and Instrumentation
• Batteries (lead-acid and Ni-Cd) for UPS systems

Services include visual inspections, operational tests, measurements, cleaning, lubrication, calibration, and minor repairs. The contractor must also provide an Engineering Appraisal report detailing findings and recommendations.

• Services must comply with manufacturer specifications, industry standards, and federal regulations (NFPA-110, NFPA-70, NFPA-70B, NFPA-70E, NFPA 99, 29 CFR 1910, VHA Directive 1028).

• A six-month limited warranty on any repairs performed is required.

• Contractor must provide a comprehensive record of testing and inspection reports.

• Preventative maintenance shall be accomplished within one year of the awarded service contract.

• Contractor must provide all personnel, supervision, expertise, vehicles, tools, materials, and quality control.

• Personnel must be qualified senior staff or licensed electrical contract professionals, with specific certifications (OSHA-30, OSHA-10, NETA Certified Technicians/Field Service Engineer).

• A Site-Specific Safety Plan and Lock-Out-Tag-Out (LOTO) procedures are mandatory.
