Scope of Work
The contractor shall provide non-personal security services, including administrative, personnel, physical, information, and industrial security functions. This encompasses safeguarding against espionage, sabotage, terrorism, workplace violence, criminal acts, and negligence. The services will be performed at HQ USSOUTHCOM in Doral, FL, and throughout its AOR.

Key roles include Information Security Specialist, Declassification Specialist, Personnel Security Specialist, Physical Security Hardware Specialist, Physical Security Specialist, Physical Security Risk Management Framework Specialist, Physical Security Network Engineer, Physical Security System Administrator, Physical Security SCIF Management Specialist, Physical Security Access Control Specialist, Physical Security Escort Specialist, Conference Center Security Specialist, and Security Operations. Contractor personnel must possess and maintain active Top Secret clearances with SCI eligibility. Mandatory training includes AT Level I, OPSEC Awareness, Information Assurance, TARP, and SERE. The contractor must develop and maintain a Quality Control Plan (QCP) and be prepared to support contingency scenarios.
Contract Details
This is a Firm Fixed Price contract with a NAICS code of 561210 (Size Standard: $47,000,000.00). The period of performance includes a 10-month base period (with a 1-month phase-in) and four 12-month option periods, not to exceed 58 months in total. The base period begins June 1, 2026, with option periods extending through March 2031.
Submission & Evaluation
Proposals must be submitted electronically via email. Evaluation will be based on a competitive 8(a) Trade Off, best value source selection. Factors include Technical Experience (minimum 5 years, $8.5M cumulative value), Resumes, Security Classification, Past Performance, and Price. Questions are due by April 24, 2026, 6:00 p.m. EST, and answers will be provided by May 7, 2026, 5:00 p.m. EST. The proposal acceptance period is 90 days.
