Submission & Evaluation
Proposals must be submitted electronically via email by May 22, 2026, at 10:00 AM EST. The acquisition is a competitive 8(a) Trade Off, best value source selection. Evaluation factors, in order of importance, are: Technical (Experience, Resumes, Security Classification), Past Performance, and Price. Technical and Past Performance combined are significantly more important than Price.
Offerors must demonstrate a minimum of five years of relevant experience with a cumulative contract value of $8,500,000.00. Resumes for Key Personnel (Physical Security Network Engineer, Physical Security System Administrator, Information Security Specialist) are required, limited to three pages each, and are excluded from the 15-page Volume 1 limit. A Top Secret Facility Clearance is required at the time of proposal submission, and individual personnel must possess TS/SCI eligibility/access. Past performance references (1-3) must be DoD contracts, awarded or active within the last five years. Proposals must include pricing for all periods on the SF 1449 CLIN structure and the Surge Support Pricing Sheet.
