Submission & Evaluation
Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module by April 24, 2026, at 3:00 PM CST. Emailed or physical proposals will not be accepted. A Bid/Offer Guarantee is required.
Evaluation will be based on a Subjective Best Value Trade-Off considering four factors:
- Construction Approach: (Equally important as Past Performance, more important than Small Business Participation) Assesses understanding of project requirements, complexity, logical work sequence, and risk mitigation, including Site Layout, Underwater Excavation/Dredging, Separator Wall Installation, and Schedule.
- Past Performance: (Equally important as Construction Approach, more important than Small Business Participation) Evaluated for recency (within 15 years) and relevancy (scope, complexity, magnitude, dollar value).
- Small Business Participation: (Less important than Factors 1 & 2) Evaluates commitment to a 25% small business subcontracting target.
