Evaluation Factors

Award will be based on a Subjective Best Value Trade-Off. Proposals must be submitted in three volumes: Technical, Small Business Participation, and Price & Administrative. Key evaluation factors are:

  1. Construction Approach: (Site Layout & Logistics, Underwater Excavation & Dredging, Separator Wall Installation, Schedule) - Equally important as Factor 2, more important than Factor 3.
  2. Past Performance: (Recency, Relevancy) - Equally important as Factor 1, more important than Factor 3.
  3. Small Business Participation: (Commitment to 25% target) - Less important than Factors 1 & 2.
  4. Price: Evaluated for reasonableness and realism. Factors 1, 2, and 3 combined are equally as important as Factor 4. Offerors must achieve at least a "Marginal" rating for all non-cost factors. A Project Labor Agreement (PLA) is mandatory; failure to submit a compliant PLA will result in ineligibility for award.
