All payment requests and receiving reports must be submitted via Wide Area WorkFlow (WAWF).
Submission & Evaluation
Proposals are due by February 13, 2026, at 11:00 AM EST. Evaluation will consider price and other factors, with non-price factors being significantly more important than price. The solicitation incorporates FAR 52.212-1 (Instructions to Offerors) and FAR 52.212-2 (Evaluation Factors), with full text now required. Offerors must be registered in the System for Award Management (SAM).
