Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive, integrated pest control and surveillance services within the United States Army Garrison (USAG) Wiesbaden footprint. The objective is to manage all pest control and surveillance requirements to assist building occupants with the control of nuisance pests and to prevent pest and disease vectors from causing unacceptable damage.

Services include scheduled and on-demand pest control and surveillance. The contractor will furnish all necessary personnel, supervision, equipment, supplies, tools, and transportation. Integrated Pest Management (IPM) will be utilized at all levels. The scope covers a wide range of pests, including rodents, household pests, stored product pests, public health pests, nuisance pests, and response to wild animal intrusions. It also includes carcass removal and disposal of contaminated materials.

The period of performance consists of five (5) 12-month ordering periods, starting February 1, 2026, and ending January 31, 2031. Services will be performed at USAG Wiesbaden installations and facilities.

• Contractor Work Plan (CWP) and Quality Control Plan (QCP): The contractor must develop and maintain detailed CWP and QCP documents, including pesticide labels, Material Safety Data Sheets (MSDS), and pesticide use proposals. Drafts are due within 15 working days of award, with final versions due within 10 working days of receipt.
• Licenses and Certifications: The contractor must provide proof of business license, pest management specialist certifications (IAW DOD and Host Nation requirements), DIN EN ISO 9001 and DIN EN 14001 certifications, and registration to perform pest control in Germany.
• Personnel Requirements: Employees must be legal Host Nation residents or possess a legal work permit and be able to communicate clearly in English. Specific key personnel (Technical Project Manager, Quality Control Manager, Quality Control Inspectors, Work Leader) are required with defined experience and qualifications.
• Training: All contractor employees must complete Anti-Terrorism Level 1 and Operational Security (OPSEC) Level 1 training within 30 days of contract start and annually thereafter. iWATCH training is also required.
• Reporting: Regular reporting is required, including daily work logs, weekly pest management maintenance plans, monthly pest management reports (DD Form 1532), monthly pest management maintenance records (DD Form 1532-1), cockroach survey reports, and reports on structural deficiencies.
