Scope of Work

The contractor will provide non-personal, scheduled, and on-demand pest control and surveillance services within the USAG Wiesbaden footprint, including Army Family Housing (AFH) and Operations Maintenance, Army (OMA) areas. Services encompass the control of various pests such as rodents, household pests, stored product pests, public health pests, nuisance pests, and wild animal intrusions. This includes carcass removal and disposal of contaminated materials. The contractor must furnish all necessary employees, supervision, equipment, supplies, tools, and transportation, utilizing Integrated Pest Management (IPM) principles.

  • Contract Type: Hybrid Firm Fixed Price (FFP) for scheduled services (CLINs 0001 & 0003) and Time and Materials (T&M) for on-demand services (CLINs 0002 & 0004).

Submission & Evaluation

  • Offer Due Date: March 2, 2026, at 01:00 AM Central European Time (CET).
  • Submission Method: Email ONLY to the specified points of contact. Quotes must be in English and PDF format, with spreadsheets in editable Excel format.
  • Evaluation Basis: Lowest Price Technically Acceptable (LPTA). Technical evaluation will be "Acceptable" / "Unacceptable." Award will be made to the responsible quoter with the lowest Total Evaluated Price (TEP) rated "Acceptable" technically.
  • Technical Factors: Professional licenses, certifications, and permits (DIN EN ISO 9001, DIN EN 14001, German Pest Control registration), subcontracting information, and a minimum of 3 years of relevant/recent experience. Supplier Performance Risk System (SPRS) will also be considered.

  • Reporting: Regular reporting includes daily work logs, weekly maintenance plans, monthly pest management reports (DD Form 1532, 1532-1), cockroach survey reports, and structural deficiency reports.
  • Pesticide Management: Adherence to manufacturer labels and regulations, prioritization of non-chemical methods, and strict storage/security protocols.

A site visit is scheduled for Thursday, February 19, 2026, at 10:00 AM CET at USAG Wiesbaden. Prospective contractors are strongly advised to attend to ascertain local conditions.
