Scope of Work

Submission & Evaluation
- Proposal Submission: The Government is currently working on alternative ways for contractors to submit proposals as DOD Safe is inactive. Offerors should track SAM.gov for updates.
- Proposal Structure: Four volumes are required: Technical, Past Performance, Price, and Solicitation, Offer, Award Documents with Certifications.
- Evaluation Factors: Best value trade-off, with Technical and Past Performance combined being significantly more important than Price. Offerors must be rated at least acceptable for all factors.
- Past Performance: A Past Performance Assessment questionnaire (Appendix D) has been added for evaluating offerors' past performance on recent and relevant contracts.
