Scope of Work
This MATOC requires contractors to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform post-wide construction. This includes, but is not limited to, real property maintenance, alteration, renovation, new construction, building demolition and repair, base utility maintenance and repair, and environmental-related services. All work must be in accordance with the Performance Work Statement (PWS) and the terms and conditions of the solicitation package.

Set-Aside & Eligibility
This acquisition is a competitive 8(a) set-aside. Offerors must be registered in the System for Award Management (SAM) under NAICS 236220 prior to contract award.
Submission & Evaluation
Proposals must be structured into four volumes: Technical, Past Performance, Price, and Solicitation, Offer, Award Documents with Certifications. The evaluation will follow a best value trade-off approach, where Technical and Past Performance combined are significantly more important than Price. Offerors must achieve at least an acceptable rating for all factors and subfactors. A Past Performance Assessment questionnaire (Appendix D) will be used to evaluate offerors' past performance.

Important Notes
The Government is currently working on an amendment and RFI responses to provide accurate answers. The DOD SAFE site is inactive for proposal submittals, and the Government is working on alternative submission methods. Offerors should continue tracking SAM.gov for updates regarding the amendment and final submission instructions. Performance and payment bonds will be required at the task order level when necessary.
