Submission & Evaluation

  • Submission Method: Proposals shall be submitted via email to usarmy.apg.acc.mbx.facilities-construction-proposals@army.mil after Amendment 1 and RFI responses have been posted. DOD Safe is no longer available for submissions.
  • Evaluation Factors: Proposals will be evaluated based on Technical capability (most important), Past Performance, and Price. Technical and Past Performance combined are significantly more important than Price. Award will be made using a best value trade-off approach, requiring offerors to be rated at least acceptable for all factors.
  • Key Requirement: A Past Performance Assessment questionnaire (Appendix D) is part of the solicitation.
