Scope of Work
The scope includes furnishing all materials, equipment, labor, and supervision for the build-out, adhering to drawings and specifications by N.K. Bhandari Architecture & Engineering, P.C. Work encompasses demolition, abatement, new walls, hard ceilings, doors, casework, woodwork, flooring, plumbing, electrical, IT, fire protection, and mechanical systems. The renovated space must comply with IAW TEMPEST/01-13 for SCIF requirements.
Contract Details
This is a Firm Fixed-Price contract. Performance is expected to commence within 10 calendar days of Notice of Award (NOA), with work execution starting within 60 calendar days of NOA. Substantial Completion is required no later than 210 calendar days from NOA, followed by Contract Completion within 30 calendar days of Substantial Completion. Liquidated damages are set at $880.61 per calendar day for delays in achieving Substantial Completion.
Key Requirements & Qualifications
Offerors must demonstrate a minimum of 8 years of successful experience in comparable projects (size, complexity, scope). Past performance requires three projects with a minimum award value of $1,500,000 each, with at least one being SCIF construction performed as the General Contractor. Key personnel, including the Project Manager and Superintendent, must each have a minimum of 8 years of experience in their respective roles; the company owner cannot serve as Project Manager. All personnel must meet HSPD-12 security requirements, and a Construction Security Plan (CSP) will be provided post-award. Site conduct rules prohibit cell phones/transmittal devices, and loud work must be performed off-hours at no additional cost. Coordination with GSA Building Management and Security Division Access Control (SDAC) for building shut-offs and roof penetrations is mandatory. Offerors must have an "Active" SAM registration at the time of offer submission. A bid guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required.
Submission & Evaluation
Proposals are due by May 11, 2026, at 6:00 PM Eastern Time. Submissions should be sent via email to james.berring@gsa.gov and must include a Price Proposal, Technical Proposal, Representations and Certifications, Bid Bond (SF 24), Contractor's Qualification and Financial Information (GSA Form 527), Experience on Similar Projects Offeror Form (Attachment 1), Key Personnel Resume (Attachment 3), and Past Performance Questionnaire (Attachment 2). Offers must allow for at least 120 calendar days for Government acceptance. Evaluation will be based on Total Evaluated Price and non-price factors: Experience, Past Performance, and Staffing Plan. A site visit was held on April 14, 2026.
Amendments & Clarifications
This solicitation has undergone multiple amendments. The latest, Amendment 4, extended the proposal due date. Previous amendments provided responses to Requests for Information (RFIs), clarifying drawing updates (AE600, AE601), specification corrections (e.g., Section 081113 not required, 224217 corrected to 224216), and details on fire alarm, security systems, lead paint, and SCIF compliance.
