Performance Work Statement (PWS)

To provide Procurement Analyst support services to the Selfridge ANGB Contracting Office, Mission Support Contracting (MSC).

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control, except for Government Furnished items.

• Services to be performed between 0600-1730 Monday through Friday, excluding recognized US holidays or Government facility closures.

• Maintain an adequate workforce for uninterrupted performance.

• The Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Contractor shall develop and implement Quality Control (QC) procedures to identify, prevent, and ensure non-recurrence of defective services.

• Timely and effective corrective action for all deficiencies identified by the Government.

• Period of Performance (PoP): 1 Base Year of 12 months with 4 option years and a 6-month option.

• Place of Performance: 43200 Maple Street, Bldg 105, Selfridge ANG MI.

• Access and Security:

  • Comply with all installation/facility access and local security policies and procedures.
  • Obtain base identification/passes for all contractor personnel.
  • Wear or prominently display installation identification badges.
  • Submit written requests for installation access.
  • Responsible for obtaining required identification for newly assigned personnel and prompt return of credentials.
  • Comply with Department of Defense Manual (DoDDMAN) 5200.02 and DAFMAN 16-1405 for unescorted entry to controlled/restricted areas.
  • Return all base identification passes upon completion or termination of the contract.

• Common Access Card (CAC):

  • Obtain CACs for personnel requiring logical access to DoD systems or physical access to facilities.
  • CACs must be worn or prominently displayed.
  • Requires a favorably adjudicated Tier 1 (T1) or higher investigation.
  • Contractor must ensure employees meet CAC eligibility standards.
  • Follow procedures for CAC application, including submitting a Visitor Authorization Letter (VAL).
  • Return CACs within 7 working days of status change, expiration, or contract completion/termination.

• Training:

  • Antiterrorism Awareness Level I Training (AT Level I) within 15 days of assignment.
  • DoD Information Assurance Awareness Cyber Awareness Challenge before network access and annually.
  • Other required training includes OPSEC, Counterintelligence, Combating Trafficking in Persons, CUI, Records Management, Fire Extinguisher training, etc.

• Information Systems:

  • Comply with Acceptable Use Policy (AUP) for Government-owned IS.
  • Complete Information Assurance (IA) training.
  • Mark and safeguard files per classification level.
  • Protect IS and peripherals.
  • Practice safe network and Internet operating principles.

• Physical Security:

  • Safeguard all Government property.
  • Secure Government facilities, equipment, and materials at the close of each work period.
  • Implement methods for key/key card control; report lost/stolen keys immediately.

• Safety and Environmental:

  • Comply with federal and state OSHA requirements and standards.
  • Comply with installation regulations governing safety and fire prevention.

• Qualifications:

  • Defense Acquisition Workforce Improvement Act (DAWIA) certification or equivalent desired.
  • All contractor employees must read, write, speak, and understand English fluently.

• Other:

  • Attend post-award conferences and periodic progress meetings.
  • Designate a Contract Manager (CM) with full authority.
  • Contractor employees must identify themselves as contractors and wear distinguishing badges.
  • Contractor shall not perform inherently governmental functions.
  • Provide all required personal protection equipment (PPE).
  • Adhere to zero-tolerance policy regarding trafficking in persons.
  • Government has unlimited rights to all documents/materials produced.
  • Notify KO immediately of any Organizational Conflicts of Interest (OCI).
