Scope of Work

The required RFID system must be fully automated, utilizing CACs, Personal Identification Numbers (PINs), IUID tags, and 2-Dimensional (2D) bar-coding to inventory, track, trace, account, maintain, issue, and receive critical and non-critical armory property. The system must include:

  • Hardware: 1D/2D/IUID/RFID reader, 1 RFID Handheld Device (MC 3190Z), Dell Venue 11 Tablet, docking station, AV Cart, CAC reader, touch screen, UPS Back Up, antennas, router, scanner charging base, and SmarTrack ST-RFID-SA or equal. Additionally, 1x standalone computer, 4x RFID mobile devices, 2x RFID readers, 1x RFID HUB, and 2x barcode printers. All hardware must meet DOD mandates.
  • RFID Tags: 1000 durable, rugged tags (5mmx5mmx3mm, unless specific need) compatible with the system, fitting all assets (firearms, accessories, non-lethal weapons, magazines). The system must support adding/removing tags.
  • Barcodes: 513 barcodes (type: barcode, QR code, or UID) are required.
  • Software: Perpetual, one-time purchase licenses with lifetime support. No custom software development is permitted; the system requires integrated hardware and software modules with specified SDKs and APIs for plug-and-play functionality.
  • Functionality: The system must track additional inventory items, notify armorers of unreturned items, support stand-alone deployment, warehouse rule mapping, barcode integration, and transactions via barcodes/passive RFID tags. Key tasks include alerting unauthorized passage, checking in equipment, and performing inventory operations. Software capabilities include user management, personnel tracking, receiving/issuing items (adhering to Air Force standards), mobile operations (Windows/Android handhelds, offline inventory), and embedded training.
  • Performance: Ability to conduct a tool crib RFID inventory of 5000 items in less than 5 minutes and tool cart inventory in less than 2 minutes.
  • Warranty: Hardware (servers, laptops/tablets, printers) warranted for 5 years; RFID equipment and barcode printers for 3 years. Installation and warranty are contractor responsibilities.
  • Clarifications: The system is for a single armory only, with 2 tracking stations for issues and turn-ins. No RFID and alarm capability is desired at doorways for unauthorized exits, and no separate R&D requirement.
