Scope of Work

The requirement is for a comprehensive RFID system, including all necessary equipment, software, hardware, and tools for delivery, installation, and support. Key components include 1D/2D/IUID/RFID readers, RFID handheld devices (e.g., MC 3190Z), Dell Venue 11 Tablets, docking stations, AV Carts, CAC readers, touch screens, UPS Back Up, antennas, routers, and scanner charging bases. The system must be capable of inventorying, tracking, tracing, accounting, maintaining, issuing, and receiving equipment.

RFID tags must be durable, rugged, fit various assets (firearms, accessories, non-lethal weapons, magazines), and be 5mm x 5mm x 3mm (unless specific equipment requires a different size). The system must support adding/removing tags, tracking additional inventory items (e.g., radios, cameras), and notifying armorers of unreturned items. A total of 1000 RFID tags and 513 barcodes (barcode, QR, or UID) are required.

Software must be perpetual, one-time purchase licenses with lifetime support, which includes security patches, minor releases, and major upgrades. The system must support stand-alone deployment, warehouse-specific rule mapping, and integration with manufacturer barcodes. It must feature permission-based user management, personnel tracking, and adherence to Air Force standards for receiving and issuing items, including electronic hand receipts and digital signatures. Mobile operations require Windows or Android-based handheld scanners capable of offline inventory. No custom software development is permitted, but WASP, Smart Rack, and WSA are permissible implementation activities.

Hardware (servers, laptops/tablets, printers) requires a 5-year warranty or manufacturer's standard, while RFID equipment and barcode printers require a 3-year warranty. All hardware must meet DOD mandates and operate in harsh environmental conditions.

This is a Firm Fixed-Price (FFP) contract issued as a combined synopsis/solicitation under FAR 12.6. Evaluation will be conducted under FAR Part 12 and FAR 13.5, prioritizing Technical Capability first, followed by Price.
