Quick Summary
The Department of the Air Force (AFSC/PZIOA) is soliciting proposals for a Radio Frequency Identification (RFID) System under a Firm Fixed-Price (FFP) contract. This system will serve as a fully automated, advanced equipment and weapons tracking solution for an armory at Tinker Air Force Base, Oklahoma. This is a Total Small Business Set-Aside (FAR 19.5). Proposals are due by April 29, 2026.
Scope of Work
The contractor shall provide a comprehensive RFID system utilizing CACs, PINs, IUID tags, and 2D bar-coding to inventory, track, trace, account for, maintain, issue, and receive critical and non-critical armory property. The system must be capable of tracking firearms, accessories, non-lethal weapons, and magazines, and notify armorers of unreturned items.
Key Requirements & Clarifications
- Equipment: Includes 1D/2D/IUID/RFID readers, RFID handheld devices (e.g., MC 3190Z), Dell Venue 11 Tablet, docking stations, AV Carts, CAC readers, touch screens, UPS Back Up, antennas, router TLSG1008, scanner charging base, and SmarTrack ST-RFID-SA (or equal).
- RFID Tags: Durable, rugged, 5mm x 5mm x 3mm (unless specific equipment requires different sizing), compatible with the system, and capable of being added/removed. A total of 1000 RFID tags and 513 barcodes (barcode, QR code, or UID) are required.
- Software: Perpetual one-time purchase licenses with lifetime support, including security patches, minor releases, and upgrades. No custom software development is permitted, but WASP, Smart Rack, and WSA are permissible implementation activities.
- Hardware: All hardware must meet DOD mandates. Hardware (servers, laptops/tablets, printers) requires a 5-year warranty, while RFID equipment and barcode printers require a 3-year warranty.
- System Scope: The system is intended for a single armory only, with 2 tracking stations for issues and turn-ins. There is no requirement for RFID and alarm capability at doorways or for Air Force Research and Development operations.
- Performance: The system must be able to conduct a tool crib RFID inventory of 5000 items in less than 5 minutes and a tool cart inventory in less than 2 minutes.
