Scope of Work
The requirement is for an advanced, fully automated RFID system to inventory, track, trace, account for, maintain, issue, and receive critical and non-critical armory property. The system must utilize CACs, Personal Identification Numbers (PINs), IUID tags, and 2D bar-coding. The destination for this system is Tinker Air Force Base, Oklahoma.
Key components include a standalone computer, 4 RFID mobile devices, 2 RFID readers, 1 RFID HUB, 2 barcode printers, and other specified equipment such as a 1D/2D/IUID/RFID reader, 1 RFID Handheld Device (MC 3190Z or equal), Dell Venue 11 Tablet (or equal), docking station, AV Cart, CAC reader, touch screen, and UPS Back Up. All hardware must meet DOD mandates, and "or equal" substitutions for tablets, handhelds, routers, printers, and peripherals are limited to within the armory. No Chinese-made equipment is permitted.
The system requires 1000 durable RFID tags (5mm L x 5mm W x 3mm H, or specific sizes as needed) compatible with the system, and 513 barcodes (barcode, QR, or UID type). Software must be perpetual one-time purchase licenses, with 5-year support including upgrades and version upgrades. No custom software development is permitted, though WASP, Smart Rack, and WSA are permissible implementation activities. Only 9 licensed users (552 IPE personnel) are anticipated.
Functionality includes tracking additional inventory items, notifying armorers of unreturned items, user management, personnel tracking, and adherence to Air Force standards for receiving and issuing items (with electronic hand receipts and digital signatures). The system should also feature a tool finder, conduct tool crib inventories of 5000 items in under 5 minutes, enable remote mobile inventory, provide item data (shelf life, maintenance), and support live tracking/monitoring within the armory. Tracking will take place within the armory only, with no RFID and alarm capability desired at doorways for unauthorized exits. Hardware (servers, laptops/tablets, printers) must have a 5-year warranty, while RFID equipment and barcode printers require a 3-year warranty. Installation and warranty services are to be provided by the contractor.
