Submission & Evaluation

• Required Documents: Price Proposal (using provided form), Technical Proposal, Representations and Certifications, SF 24 (Bid Bond), Small Business Subcontracting Plan (for large businesses), GSA Form 527 (Contractor's Qualifications and Financial Information), Proprietary Information Agreement(s), and a Past Performance Questionnaire.
• Evaluation Method: Best Value Tradeoff. Non-price factors (Past Experience of General Contractor, Technical and Management Approach, Lead Designer, Past Performance of General Contractor, Small Business Utilization) are significantly more important than Total Evaluated Price.
• Mandatory Requirements: Active SAM registration, completed Reps & Certs, SF 24, GSA Form 527, and SF 1442.
