Contract Details
This is a Firm-Fixed-Price Design-Build contract. The period of performance includes Design Phase Services commencing within 1 day after Notice to Proceed (NTP), with Substantial Completion required no later than 1916 calendar days from NTP, and Contract Completion within 90 calendar days of Substantial Completion. Liquidated damages of $10,093.36 per calendar day will apply for delays in achieving Substantial Completion. Insurance requirements include Workers' Compensation, Commercial General Liability ($5,000,000 per occurrence), and Comprehensive Automobile Liability ($1,000,000 per person / $2,500,000 per occurrence). A bid guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required, along with Performance and Payment Bonds within 30 days of award.
Submission & Evaluation
Proposals are due by April 2, 2026, at 3:00 PM Pacific Time Zone. Submissions must include a Price Proposal, Technical Proposal (max 35 digital pages), Representations and Certifications, Standard Form 24 (Bid Bond), GSA Form 527 (Contractor's Qualifications and Financial Information), and a Small Business Subcontracting Plan (for large businesses). Proposals must be submitted electronically via email, adhering to a 25MB per email size limit. Access to Statement of Work attachments requires a GSA Affiliated Customer Account (GACA); instructions are provided. The award will be based on a Best Value Tradeoff process, where non-price factors (Past Experience, Technical/Management Approach, Lead Designer, Past Performance, Small Business Utilization) are significantly more important than price.
