  • Insurance: Includes Workers' Compensation, Commercial General Liability ($5M per occurrence), and Comprehensive Automobile Liability ($1M per person / $2.5M per occurrence).

  • Submission: Proposals must include a Price Proposal, Technical Proposal (max 35 digital pages), Representations and Certifications, Standard Form 24, Subcontracting Plan, GSA Form 527, and Proprietary Information Agreement(s). Submissions are via email, with a 25MB per email size limit.
  • Evaluation: Best Value Tradeoff process. Non-price factors (Past Experience of General Contractor, Technical and Management Approach, Lead Designer, Past Performance, Small Business Utilization) are significantly more important than price.
  • Mandatory Requirements: Active SAM registration, completed Representations and Certifications, SF 24, GSA Form 527, and SF 1442.
