Liquidated damages for failure to achieve Substantial Completion are set at $10,093.36 per calendar day. Performance and Payment Bonds are required within 30 calendar days after award, with a Bid Guarantee of 20% of the bid price or $3,000,000, whichever is less. Organizational Conflicts of Interest (OCI) may preclude firms associated with Line and Space, Stantec, Inc., and Rider Levett Bucknall.
Submission & Evaluation
Proposals are due by April 2, 2026, at 3:00 PM Pacific Time Zone. Submissions must include a Price Proposal, Technical Proposal (max 35 digital pages for technical/management sections), Representations and Certifications, Standard Form 24 (Bid Bond), a Small Business Subcontracting Plan (for large businesses), and GSA Form 527 (Contractor's Qualifications and Financial Information). Proposals must be submitted electronically via email, adhering to a 25MB per email size limit. The award will be based on a Best Value Tradeoff process, where non-price factors (Past Experience of General Contractor, Technical and Management Approach, Lead Designer, Past Performance of General Contractor, Small Business Utilization) are significantly more important than the Total Evaluated Price. Offerors must have an "Active" SAM registration.
