Scope of Work
The selected Design-Build General Construction Contractor will be responsible for:
- Comprehensive design and construction of the RHC LPOE.

- Expansion of the Port to the west and north of the current site.
- Maintaining continuous operation of inspection activities during all phases of construction.
- Developing and submitting a detailed Project Schedule within 90 days of the Notice to Proceed (NTP).
- Preparing and submitting various submittals, including shop drawings, samples, and calculations.
Contract Details & Timeline
- Contract Type: Firm-Fixed-Price.
- Period of Performance: Design Phase Services commence within 1 day after NTP. Substantial Completion is required no later than 1916 calendar days from NTP, with Contract Completion within 90 calendar days thereafter.
- Liquidated Damages: $10,093.36 per calendar day for failure to achieve Substantial Completion.

Submission & Evaluation
- Submission Requirements: Proposals must include a Price Proposal, Technical Proposal (max 35 digital pages), Representations and Certifications, Standard Form 24 (Bid Bond), a Small Business Subcontracting Plan (for large businesses), GSA Form 527, and a Proprietary Information Agreement. Submissions are via emailed electronic versions, with a 25MB per email size limit.
- Mandatory Requirements: Offerors must have active SAM registration, and submit SF 24, GSA Form 527, and SF 1442. A Bid Guarantee of 20% of the bid price or $3,000,000 (whichever is less) is required.
- Evaluation: A Best Value Tradeoff process will be used. Non-price factors (Past Experience of General Contractor, Technical and Management Approach, Lead Designer, Past Performance of General Contractor, Small Business Utilization) are significantly more important than the Total Evaluated Price.
- Access to Documents: The Statement of Work and other necessary documentation require a GSA Affiliated Customer Account (GACA). Instructions are provided in the attachments.
- Organizational Conflicts of Interest: Firms associated with Line and Space, Stantec, Inc., and Rider Levett Bucknall may have an organizational conflict of interest.
