Scope of Work

The project involves the complete removal of the existing asphalt roofing system (approximately 8,500 sq ft) and the installation of a new Ketone Ethylene Ester (KEE) roofing system. Key tasks include:

  • Demolition down to the structural deck and preparation of the roof surface.
  • Installation of a new KEE roofing system, including a fiber-type waterproofing vapor barrier, insulation (overall average R-33, minimum R-10), and a 60mil or better reinforced thermoplastic roof membrane. "Or equal" KEE systems are acceptable for VA review.
  • Replacement of 10 roof drains, flashings, coping, column caps, and metal wall panel covers.
  • Installation of worker access walkways (3 ft wide, up to 250 linear ft) and a new roof ladder for Building 645.
  • Repair of damaged mechanical curbs.
  • Provision of a 3rd party roofing inspector (RRO must be present for all observations).
  • Contractor must provide a HAZMAT report (lead/asbestos testing) and a crane lift plan.

Contract Details & Eligibility

  • Contract Type: Firm-Fixed-Price construction.
  • Set-Aside: Total Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be verified in SBA VetCert and/or DSBS at the time of proposal submission and prior to award, and registered in SAM.gov.
  • Subcontracting Limitations: For general construction, no more than 85% of the government-paid amount can go to firms that are not VIP-listed SDVOSBs or VOSBs (excluding material costs).
