Opportunity Details
The HITS-UIII program is a continuation of contracted support for the Department of Defense (DoD) Science and Technology, Research and Development, Test and Evaluation communities, which utilize the DoD HPC Modernization Program (HPCMP) Supercomputer systems. The mission is to accelerate technology development and provide DoD scientists and engineers with resources to solve warfighter problems through HPC, networking, and computational expertise. The procurement will support four of the five DoD Supercomputing Resource Centers (DSRCs): AFRL, ARL, ERDC, and Navy DSRC, as well as Cross-Centers/Enterprise components.
The scope of work, as outlined in the latest draft PWS (V1.1, May 21, 2026), includes:
- DSRC Operations: Essential infrastructure support, system/network/cyber/facilities/database administration, and maintenance.
- HPC Capabilities Delivery: Installation, integration, and operation of unclassified, classified, and specialized HPC systems.
- User Support: Enterprise and user-level HPC Help Desk, data analysis, visualization, and authentication services.
- Cross-Centers/Enterprise Support: Program/project management, technology assessment, enterprise cybersecurity, outreach, software development, architecture, database management, and procurement.
- Security: Comprehensive cybersecurity, physical, and personnel security.
Contract & Timeline
This procurement is planned as an Indefinite-Delivery-Indefinite-Quantity (IDIQ) Hybrid Firm Fixed Priced (FFP) Single Award Task Order Contract (SATOC) with cost reimbursement elements for Other Direct Costs (ODCs). It will have a five-year ordering period and be solicited as unrestricted full and open competition. Award will be based on a best value trade-off method. The NAICS code is 541512 (Computer System Design Services).
Key Requirements & Certifications
Offerors must be registered in SAM.gov. The prime contractor will require a Top Secret – Facility Clearance, Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO) certified after November 10, 2026, and Joint Certification Program (JCP) certification. Prior to November 10, 2026, a current NIST 800-171 Supplier Performance Risk System (SPRS) score with associated Plan of Actions and Milestones (POAMs) and a valid JCP will be accepted for receiving Distribution D technical documents.
Industry Day & Q&A
A virtual Industry Day will be held on June 24, 2026, from 0900-1200 ET. Advance registration is mandatory by June 10, 2026, at 1700 ET. A draft PWS is forthcoming. Industry is encouraged to submit questions via the ProjNet System (Bidder Inquiry Key JRCGDU-P25DE3) by June 18, 2026. A subsequent post-Industry Day ProjNet will be established for additional inquiries.
