Opportunity Details

HITS-UIII is a continuation of contracted support for the DoD High Performance Computing Modernization Program (HPCMP) Supercomputer systems, which support the Defense Research and Engineering Network (DREN/SDREN). The program's mission is to accelerate technology development and provide resources for demanding warfighter problems through high-performance computing, networking, and computational expertise. This procurement will support four (4) DoD Supercomputing Resource Centers (DSRCs).

Contract Vehicle

The HITS-UIII procurement is planned as an Indefinite-Delivery-Indefinite-Quantity (IDIQ) Hybrid Firm Fixed Priced (FFP) Single Award Task Order Contract (SATOC) with cost reimbursement elements for Other Direct Costs. It will have a five-year ordering period and be solicited as unrestricted full and open competition. The NAICS code is 541512 (Computer System Design Services).

Key Requirements for Award

Offerors must be registered in SAM. The prime contractor will require a Top Secret – Facility Clearance, Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO), and Joint Certification Program (JCP) certification. Technical documents marked Distribution D will require these certifications for release. Those without credentials may view documents at a government location.

Industry Day & Site Visit

  • Program Presentations: June 24, 2026, 0900 ET (Hybrid: In-person at Aberdeen Proving Ground, Maryland, and Virtual).
  • Facility Site Visit: June 25, 2026, Army Research Lab, Aberdeen Proving Ground, Maryland (In-person only, requires Secret clearance).
  • Registration Deadline: 1700 ET, June 10, 2026.
  • Attendance Limit: Maximum two (2) representatives per organization (combined in-person/virtual).

Scope of Work (Anticipated)

The comprehensive scope includes 24/7 operations support for DSRCs (AFRL, ARL, ERDC, Navy) and Cross-Centers/Enterprise components. This involves system integration, administration (system, network, database, storage), cybersecurity/information assurance, facilities support, maintenance management, delivery of unclassified, classified, and specialized HPC capabilities, and user assistance (Help Desk, application support). Performance locations include Vicksburg, MS; Stennis Space Center, MS; Wright-Patterson AFB, OH; Maui, HI; and Aberdeen Proving Ground, MD.
