This opportunity seeks to continue support for the DoD High Performance Computing Modernization Program (HPCMP) Supercomputer systems. The contract will be an Indefinite-Delivery-Indefinite-Quantity (IDIQ) Hybrid Firm Fixed Priced (FFP) Single Award Task Order Contract (SATOC) with cost reimbursement elements, featuring a five-year ordering period. This is an unrestricted full and open competition.

Scope of Work

HITS-UIII will provide comprehensive technical services to operate and modernize High Performance Computing (HPC) resources and capabilities across four DoD Supercomputing Resource Centers (DSRCs): AFRL, ARL, ERDC, and Navy DSRCs. The scope includes:

  • DSRC Operations: Essential infrastructure support, system, network, and database administration, cybersecurity, facilities support, and hardware/software maintenance. DSRCs operate 24/7.
  • HPC Capabilities Delivery: Installation, integration, and operation of unclassified, classified, and specialized HPC systems, including related infrastructure.
  • User Support: Enterprise-level HPC Help Desk, data analysis and visualization support, and user authentication services.
  • Cross-Centers/Enterprise Support: Program and project management, technology assessment, enterprise cybersecurity coordination, outreach, software development, architecture support, database management, and procurement support.
  • Overall Security: Comprehensive cybersecurity, physical security, and personnel security measures. Services will be performed primarily at the DSRC locations in Vicksburg, MS; Stennis Space Center, MS; Wright-Patterson AFB, OH; and Aberdeen Proving Ground, MD, with some remote work possible.

Contract Details

  • Contract Type: IDIQ Hybrid FFP SATOC with cost reimbursement for ODCs.
  • Ordering Period: Five years.
  • Set-Aside: Unrestricted (Full and Open Competition).
  • NAICS Code: 541512 (Computer System Design Services).
  • Evaluation: Best value trade off method.

Key Requirements

Offerors must be registered in SAM. The prime contractor will require a Top Secret Facility Clearance, Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO) certified (after November 10, 2026), and Joint Certification Program (JCP) certification. For access to Distribution D technical documents, prior to November 10, 2026, a current NIST 800-171 SPRS score with POAMs and valid JCP is needed. After this date, CMMC Level 2 (C3PAO) and JCP are mandatory. Personnel will require U.S. Citizenship and clearances up to TOP SECRET. Compliance with EM 385-1-1 safety requirements and Service Contract Reporting is also required.

A virtual Industry Day will be held on June 24, 2026, from 0900-1200 ET. Advance registration is mandatory.

  • PWS Questions Deadline: June 18, 2026, via ProjNet (Bidder Inquiry Key JRCGDU-P2SDE3). No questions will be taken during the event, and no one-on-one engagements are permitted. A Draft RFP is anticipated before November 10, 2026.
