This solicitation is for the provision and delivery of Graded Crushed Aggregate Base Course (GCA) for the Avon Park Air Force Range in Avon Park, Florida. The solicitation number is FA481426Q0010.

• Graded Crushed Aggregate Base Course (GCA) in accordance with Attachment 1 - SOW dated 9 April 2026 and Attachment 2 - GCA Material Specification.

• The contract type is Firm Fixed Price for both the base item and the option line item.

• The base item (0001) quantity is 16,410 Net Ton (2,000 LB).

• The option line item (0002) quantity is 1,000 Net Ton (2,000 LB), marked as "Not to Exceed."

• Offer Due Date: 28 April 2026, 05:00 PM Local Time.

• RFI Questions must be submitted no later than 21 April 2026.

• Evaluation factors will include Technical Acceptability and Price.

• The Government will award to the responsible Offeror whose offer conforming to the solicitation will be most advantageous.

• This acquisition is set aside 100% for Small Business.

• The solicitation incorporates by reference FAR clauses 52.212-1, 52.212-3, and 52.212-4.

• Payment will be made via Wide Area WorkFlow (WAWF).

• Delivery for the base item (0001) is on or before 03 July 2026.

• Delivery for the option line item (0002) is 1,000 Net Ton (2,000 LB) from date of lead time event to completion of performance, within 15 calendar days of option exercised.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for providing Graded Crushed Aggregate Base Course (GCA) for taxiway and assault strip improvements at Avon Park Air Force Range (AVPAFR).

• Provide a base quantity of 16,410 tons of GCA, with an option for up to 1,000 additional tons.

• GCA will be used for taxiway Hotel and the C-17 Assault strip.

• The taxiway is a Type A traffic area supporting C-17 Operations, and the assault strip must support Modified Heavy Aircraft.

• The contractor is responsible for all plant, labor, material, design, and supervision.

• Field and laboratory quality control testing are required.

• Deliveries must be made in pre-coordinated intervals.

• Deliveries are to the vicinity of Avon Park, FL 33825.

• Contractor must coordinate specific delivery dates and times with the Project Inspector at least 72 hours in advance.

• Contractor is responsible for maintaining the stockpile area to prevent segregation and contamination.

• Test every 2,500 tons of GCA delivered, including Gradation Analysis, Liquid Limit and Plasticity Index, Moisture Density Relationship, Wear, and Flat and Elongated Pieces.

• The government reserves the right to test material upon delivery.

• Contractor must produce a minimum sub-lot of 1,500 tons in an eight-hour period.

• Delivery to Avon Park Air Force Range, Avon Park, Florida.

• GCA must conform to UFGS 32.11.23 and AASHTO #57.

• Design must strictly adhere to Unified Facilities Criteria (UFC) and AVPAFR Design Standards; the most stringent standard applies in case of conflict.

• Contractor must submit two (2) submittals for GCA design mix approval within 15 days of contract award, including tests for L.A. Abrasion, Gradation Analysis, Degree of Compaction, Liquid Limit and Plasticity Index, Clay Lumps and Friable Particles, and Flat and Elongated Particles.

• Equivalent engineering tests may be submitted with technical justification for approval.

• A comprehensive Safety Plan must be submitted for review and approval prior to work commencement, complying with all applicable regulations.

• Drivers must be licensed, capable of operating heavy machinery, legally allowed on military installations, carry proper identification, and be reachable via cell phone.

• Site cleanup of mud, dirt, debris, foreign objects, trash, or spills is required daily or as soon as practicable.

• Pricing is required on a per-unit (per ton) basis for both base and optional quantities.

• Final payment is contingent upon government acceptance of all delivered GCA, reconciliation of delivery tickets, and satisfactory completion of work.

This document specifies the material requirements for Granular Coarse Aggregate (GCA) to be used in the project. It outlines the standards and tolerances that the GCA must meet.

• Conformity: GCA must conform to Uniform Guide Specifications (UFGS) 32.11.23 and AASHTO #57.
• Material Description: GCA should consist of clean, sound, durable particles of crushed stone, angular sand, or other approved materials, free of silt and clay (ASTM D247).
• Liquid Limit and Plasticity Index: Maximums are 25 and 5, respectively, for material passing the N. 40 sieve.
• Loss Percentage: Maximum 40 percent loss when tested per ASTM C131/C131.
• Gradation (Table 1): Specifies the percentage by weight passing various mesh sieves (1 inch, ½ inch, No. 4, No. 10, No. 40, No. 200).
• Compliance Tolerances (Table 2): Details acceptable tolerances for Grade, Smoothness, Individual Test Total Thickness, Average Job Thickness, and Compaction.
