Scope of Work
The contractor will provide and deliver GCA for use on Taxiway Hotel and the C-17 Assault strip, which must support Modified Heavy Aircraft. The base quantity is 16,410 tons, with an option for up to 1,000 additional tons. Recycled Concrete Aggregate (RCA) is permitted if it meets specific criteria, including being free of reinforcing steel and asphalt. The contractor is responsible for all plant, labor, material, design, and supervision, including field and laboratory quality control testing. Deliveries must commence within 15 days of order receipt and be completed by July 10, 2026, to 45 South BLVD, Avon Park, FL 33825.
Performance Standards
Material must consist of clean, sound, durable particles, free of silt and clay, and conform to specified gradation and composition standards. Mandatory quality control tests (Gradation, LA Abrasion, Atterberg Limits, Compaction) are required every 2,500 tons delivered. A minimum production rate of 500 tons per eight-hour period is expected. Drivers must be licensed, English-speaking, and legally allowed on the military installation. Site maintenance, including daily debris and spill cleanup, is required.
Contract Details
This is a Firm Fixed Price contract. Evaluation will consider Technical Acceptability and Price, with award going to the most advantageous offer. Payment will be processed upon Government acceptance of all tons, reconciliation of tickets, and satisfactory completion of work.

- Material specifications sheets confirming ability to meet SOW specifications (including sieve analysis and ratio testing results).
