Scope of Work
The contractor shall provide all plant, labor, material, design, and supervision necessary to deliver a base quantity of 16,410 tons of Graded Crushed Aggregate Base Course (GCA). An option exists for the government to purchase up to an additional 1,000 tons of GCA. The GCA must conform to Uniform Guide Specifications (UFGS) 32.11.23 and AASHTO #57, consisting of clean, sound, durable particles free of silt and clay, meeting specific gradation, liquid limit, plasticity index, and loss percentage requirements. Deliveries are FOB Destination to the Avon Park Air Force Range, FL 33825, in pre-coordinated intervals, with specific coordination required 72 hours in advance. The contractor is responsible for maintaining the stockpile area and conducting field and laboratory quality control testing every 2,500 tons delivered. Design must adhere to Unified Facilities Criteria (UFC) and AVPAFR Design Standards.
Contract Details
This is a Firm Fixed Price contract for both the base and option line items. The base quantity (CLIN 0001) is 16,410 Net Tons, with delivery required on or before July 03, 2026. The option quantity (CLIN 0002) is 1,000 Net Tons, to be delivered within 15 calendar days of the option being exercised. Payment requests and receiving reports are to be submitted via Wide Area WorkFlow (WAWF).
Submission & Evaluation
All interested parties must review the full solicitation package (FA481426Q0010) and adhere to all instructions, conditions, and provisions, including FAR 52.212-1.
- RFI Questions Due: Close of Business (COB) April 21, 2026.
- Offer Due Date: April 28, 2026, 05:00 PM Local Time.
- Evaluation Factors: Technical Acceptability and Price. Award will be made to the responsible Offeror whose proposal is most advantageous to the Government.
- Submittals: Two GCA design mix approvals must be submitted within 15 days of contract award. A comprehensive Safety Plan is also required prior to work commencement.

This acquisition is a 100% Small Business Set-Aside. The applicable NAICS Code is 324121 (Mineral Construction Materials, Bulk) with a size standard of 500 employees.
