The Department of the Air Force is soliciting proposals for the provision and delivery of Graded Crushed Aggregate Base Course (GCA) for taxiway and assault strip improvements at Avon Park Air Force Range, Florida. Scope of Work

The contractor will provide a base quantity of 16,410 tons of GCA, with an option for up to 1,000 additional tons. The GCA is for Taxiway Hotel (Type A traffic area) and the C-17 Assault strip, which must support Modified Heavy Aircraft. The contractor is responsible for all plant, labor, material, design, and supervision, including field and laboratory quality control testing. Deliveries are to Avon Park Air Force Range, FL 33825, and must be coordinated 72 hours in advance. A minimum delivery of 500 tons per eight-hour period is required, with no maximum due to ample stockpile space.

Material Specifications & Amendments

GCA must conform to Uniform Guide Specifications (UFGS) 32.11.23. Recent amendments have removed all references to AASHTO standards. Recycled Concrete Aggregate (RCA) is permitted if it consists of previously hardened Portland cement or other concrete with a pozzolanic binder, has a constant gradation, and is free of reinforcing steel, bituminous concrete surfacing, and other foreign materials. Key material requirements include specific liquid limit, plasticity index, loss percentage, and gradation tables. The contractor must submit a GCA design mix for approval within 15 days of contract award, including various material tests. Quality control testing is required for every 2,500 tons delivered.

Contract Details & Submission

This is a Firm Fixed Price contract for both the base and option line items. Offerors must carefully review the full solicitation package and adhere to all instructions, conditions, and provisions, including FAR 52.212-1. Evaluation will be based on Technical Acceptability and Price, with award going to the most advantageous offer. Payment will be made via Wide Area WorkFlow (WAWF).

Important Notes

This solicitation has been amended multiple times. The latest Amendment 2 extends the quote due date to May 11, 2026, and clarifies material specifications and Q&A. A signed copy of Amendment 2 (FA481426Q00100002) is required with any submitted quotes for consideration.
