Scope of Work
Respondents should propose prototype projects demonstrating the establishment or provision of accredited SCIF space, including:
- SCIF Availability & Accreditation: Existing accredited space and/or buildout capabilities, with a credible accreditation pathway.
- Multi-Tenant Operations: Support for single and multi-tenant models, ensuring tenant separation.
- Operational Concept: Covering access controls, secure classified IT/connectivity (as permitted), security management, badging, visitor control, and facility administration.
- Tenant Onboarding: Defined timelines and a repeatable playbook for onboarding personnel.
- IT/Connectivity: Clear delineation of Respondent-provided vs. Government-furnished services.
- Scalability: Repeatable site selection and replication concept for multi-site expansion across CONUS, with a staffing/supply-chain approach.
- Commercial Sustainability: Commercially sustainable models with tenant-appropriate pricing and plans for long-term operations.
- Clearance & Compliance: Facility clearance status or a plan to obtain/maintain required clearances, and an approach to FOCI risk identification and mitigation.
Contract Details
- Type: Prototype Other Transaction (OT) agreements, fixed-price with milestone-based payments.
- Total Value: Not to exceed $2,000,000 for all Prototype OT awards.
