Opportunity Details
This notice is for the submission of SF 330 Architect-Engineer Qualification packages, not a Request for Proposal. The requirement is for A-E services for design of construction projects, general and environmental studies, supporting services, Title I, and Title II inspection services at Ellsworth AFB, SD. This effort renews existing contracts (FA469021D0002 and FA469021D0003).
Scope of Services
Services include Title I (design, programming, comprehensive planning, renovation, repair, maintenance, infrastructure, utilities, corrosion control, and environmental restoration including HAZMAT abatement and standalone wetland services) and Title II (supervision and inspection of construction projects). Projects will vary, requiring diverse disciplines such as Architecture, Master Planning, Civil, Electrical, Mechanical, Structural, Fire Protection, Environmental, Landscape Architect, Cost Estimating, Project/Program Management, and Geotechnical Engineering. Firms must be capable of responding to projects with very short performance timelines, referring to emergencies or mission-critical situations.
Contract Information
Up to four open-end A-E contracts may be awarded, consisting of a five-year base ordering period and five one-year options, totaling ten years. Up to two firms with primary Architectural discipline and up to two with primary Civil Engineering discipline may be selected. The total fees for each contract shall not exceed $5,000,000, with a guaranteed minimum of $500. This procurement is Unrestricted Full and Open under NAICS Code 541330.
Submission & Evaluation
Interested firms must submit one copy of the SF 330, Architect-Engineer Qualifications, via email by May 4, 2026, 1:00 PM MDT. All questions must be submitted by April 27, 2026, 1:00 PM MDT. Firms will be selected based on demonstrated competence and qualifications. Evaluation factors include specialized experience, technical competence, professional qualifications, and past performance (most critical), followed by professional capacity, volume of work, and design experience in similar climate/environment. "Recent" projects for SF 330 (Sections E and F) are defined as those completed within five years of the due date. Firms must be registered in SAM.gov.
