Opportunity Details
This notice is for the submission of Architect-Engineer Qualification Packages (SF 330) only; it is not a Request for Proposal. The requirement is for A-E services in accordance with the Brooks Act (FAR Subpart 36.6), with firms selected based on demonstrated competence and qualifications. Firms must be registered in SAM.gov.
Scope of Services
The contracts will cover a broad range of A-E services, including Title I (Design) for new facilities, renovations, infrastructure, utilities, and environmental restoration (ancillary HAZMAT abatement and standalone wetlands/groundwater remediation). Title II services for construction project supervision and inspection, and Base Comprehensive Plans are also required. Services encompass various disciplines such as architectural, interior design, landscape architecture, civil, structural, geotechnical, mechanical, electrical, environmental, and telecommunications engineering. Master Planning Services are specifically for broader installation-level planning, including district and component plans. Projects may have very short performance timelines for emergencies or mission-critical situations.
Contract Information
Up to four (4) Open-End A-E contracts may be awarded under NAICS Code 541330, with up to two (2) firms whose primary discipline is Architectural and up to two (2) firms whose primary discipline is Civil Engineering. Each contract will have a ten-year duration, consisting of a five-year base ordering period and five one-year options. The total fees for each contract shall not exceed $5,000,000, with a guaranteed minimum of $500. Contracts will be Indefinite Delivery-Indefinite Quantity (IDIQ), exercised via firm-fixed-price Task Orders/Delivery Orders.
Evaluation Criteria
Selection will be based on demonstrated competence and qualifications. Key evaluation factors, in order of importance, include:
- Specialized experience and technical competence.
- Professional qualifications.
- Past performance (CPARS is sufficient).
- Professional capacity for timely accomplishment of work.
- Volume of work previously awarded by this office and DoD.
- Design experience in climates similar to Ellsworth AFB, SD.
"Recent" projects, for both the overall qualifications package and staff resumes (SF 330 Section E), are defined as those completed within five (5) years of the SF 330 due date.
