Opportunity Overview
This requirement is for Indefinite Delivery Type Contract(s) covering Title I and Title II inspection services, design of construction projects, general and environmental studies, and supporting services. Services include architectural, interior design, landscape architecture, structural, civil, geotechnical, mechanical, electrical, environmental, and other engineering disciplines. Specific areas of work include comprehensive planning, area development design, renovation, repair, maintenance of facilities, road/bridges, infrastructure, utilities, corrosion control, and environmental restoration (including HAZMAT abatement, wetland delineation, and mitigation plans). Master Planning Services are intended for broader installation-level planning, including district and component plans. Telecommunications Engineering includes IT data cabling, security, HVAC controls, and A/V integration.
Contract Details
Up to four (4) open-end A-E contracts may be awarded, with a maximum of two firms primarily focused on Architectural disciplines and two on Civil Engineering. Each contract will have a ten-year ordering period (a five-year base and five one-year options). The total contract ceiling has been increased to $9,000,000, with a guaranteed minimum of $500. Contracts will be Indefinite Delivery-Indefinite Quantity (IDIQ) with negotiated fixed-priced delivery orders.
Submission Requirements
Interested firms must submit one copy of the SF 330, Architect-Engineer Qualifications, via electronic mail to noah.wilmore@us.af.mil and/or jason.wright.30@us.af.mil. Submissions must be in PDF or Microsoft Word format. Projects cited in the SF 330, including those for staff resumes (Section E), must have been completed within five (5) years of the SF 330 due date. A Section H (Additional Information) is permitted.
Evaluation Criteria
Firms will be selected based on demonstrated competence and qualifications, in accordance with the Brooks Act (FAR Subpart 36.6). Evaluation factors include:
- Specialized experience and technical competence (most critical)
- Professional qualifications (most critical)
- Past performance with DoD and other contracts (most critical)
- Professional capacity for timely accomplishment of work
- Volume of work previously awarded by this office and DoD
- Design experience in climates similar to Ellsworth AFB, SD
