Scope of Work

This requirement covers Indefinite Delivery Type Contracts for a broad range of A-E services, including:

  • Design of Construction Projects: New facilities, renovation, repair, maintenance of residential, commercial, industrial facilities, roads/bridges, infrastructure, utilities, corrosion control, and environmental restoration. Environmental restoration includes ancillary work (asbestos, HAZMAT abatement) and standalone Title I services (wetland delineation, mitigation plans).
  • General and Environmental Studies: Preliminary conceptual sketches, presentation drawings, final construction drawings (AutoCAD, REVIT, SketchUp), specifications (UFGS), economic analysis, cost/time estimates, engineering calculations, logs, and study reports.
  • Supporting Services: Investigative services (studies, reports, design analyses, constructability/peer reviews, surveys, cost estimates).
  • Title I and Title II Inspection Services: Supervision and inspection of construction projects.
  • Base Comprehensive Plans: Broader installation-level master planning, including district plans (e.g., Flightline, Town Center), industrial area plans, and specialized sub-plans (transportation, utilities, stormwater management).
  • Disciplines: Architecture, Master Planning, Civil and Site Engineering, Electrical Engineering, Telecommunications, Mechanical, Structural and Seismic, Fire Protection, Environmental Engineering, Landscape Architect, Cost Estimating, Project/Program Management, Geotechnical Engineering.

Contract Details

  • Contract Type: Open-end Indefinite Delivery-Indefinite Quantity (IDIQ) A-E contracts, exercised via firm-fixed-price Delivery Orders.
  • Duration: Ten (10) years, consisting of a five-year base ordering period followed by five, one-year options.

Evaluation Criteria

Firms will be selected based on demonstrated competence and qualifications in accordance with the Brooks Act (FAR Subpart 36.6). Evaluation factors include:

  • Most Critical: Specialized experience and technical competence, professional qualifications, and past performance (CPARS is sufficient).
  • Less Critical: Professional capacity for timely accomplishment, volume of work previously awarded by DoD, and design experience in similar climate/environment conditions to Ellsworth AFB.
  • Recency: Projects cited in the SF 330 (including staff resumes in Section E) must have been completed within five (5) years of the SF 330 due date.
