This solicitation is a "Screening Information Request (COMPETITIVE)" for the construction of a new elevated VORTAC platform (deck at 32' 5") and the installation of the VORTAC system, including a lightning protection system. The work is to be performed in Leeville, LA. The FAA intends to award a one-time, standalone contract to the responsible offeror with the lowest proposed price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To construct and install a new VORTAC facility at the LEV VORTAC site in Leeville, Louisiana, which was severely damaged by Hurricane Ida.

• Provide all labor, materials, equipment, tools, transportation, and supervision for the construction and installation of a complete VORTAC system.

• Site Preparation and Surveying: Establish horizontal/vertical control, lay out site, install erosion control, and restore disturbed areas.

• Utilities and Conduit Systems: Install duct/bore for primary power and fiber optic cable, furnish and install fiber optic cable, install secondary conduit and wiring, and install conduit for VOR/TACAN systems and grounding network.

• Foundations and Structural Work: Furnish and install concrete piles, reinforced concrete mat foundation, and structural steel framing for equipment shelter, signal counterpoise, stairs, and access structures.

• Equipment Shelter and Mechanical/Electrical Systems: Install prefabricated equipment shelter, propane fuel tank, engine generator, and battery rack.

• Antennas and Navigation Equipment: Install VOR monitor antennas, VOR antenna teepee, TACAN antenna, and fiberglass lattice mast for TACAN monitors.

• Quality Control and Testing: Implement a Quality Control Plan and conduct required tests to ensure compliance with FAA specifications.

• Location: Leeville, Louisiana (approx. 8.9 miles west of Grand Isle).

• Period of Performance: NTP + 60 Days to December 31, 2027.

• Compliance with all applicable FAA procedures, federal regulations, state laws, and local jurisdiction requirements.
