Quick Summary
The U.S. Army Contracting Command-New Jersey, on behalf of the Joint Program Executive Office Armaments and Ammunition (JPEO A&A) and PM Close Combat Systems (PM-CCS), is conducting market research via a Sources Sought Notification (SSN) for a Terrain Shaping (TS) capability. This effort supports a bilateral U.S. and United Kingdom project to develop an autonomous materiel solution. An Industry Day is scheduled for February 25-26, 2026, in Mt Arlington, NJ, to discuss the acquisition strategy and user needs. The government anticipates using DOD Ordnance Technology Consortium (DOTC) Other Transaction Agreements (OTAs) for prototyping.
Purpose & Scope
The government seeks an autonomous materiel solution for TS that integrates advanced technologies to deliver, deploy, and manage obstacles, enhancing battlefield effectiveness and minimizing Soldier risk. The objective is to identify, develop, integrate, and demonstrate a minimum viable autonomous TS capability within one year. Desired characteristics include autonomous emplacement, safe passage, autonomous delivery and recovery, advanced networked kinetic effects, obstacle planning, and non-kinetic field effects.
Acquisition Strategy
Prototyping and demonstration will occur in two phases. Phase 1 (Months 1-12) involves vendor-led prototyping via DOTC Initiative award(s). Phase 2 (Months 13-24) will include down-selection from Phase 1, with system delivery to Transformation in Contact (TiC) units for soldier feedback and risk-based testing. A DOTC Request for White Papers is anticipated on or about March 6, 2026. Interested parties should refer to the National Armaments Consortium (NAC) for membership requirements, as it may be necessary to respond to DOTC solicitations.
