Application Requirements

- Pool 1 (Minor Construction): For non-complex projects not requiring design. Requires a cover letter (using Attachment 4 template), three multi-disciplinary construction Past Performance Questionnaires (PPQs) from the last three years, and a letter demonstrating bonding capability.
- Pool 2 (Major Construction): For complex projects requiring design-build capabilities. Requires the same as Pool 1, plus the SF-330 Architect-Engineer Qualifications form (Attachment 7) with separate Section E for mandatory disciplines: Architectural, Electrical, Mechanical, and Civil Engineering. Evaluation Criteria
Applications will undergo a four-step evaluation process, with all factors considered equally important:
- Compliance Review: Verification of active SAM registration, NAICS 236210, and small business status.
- Past Performance: Evaluation of three multi-disciplinary construction projects completed on military bases within the last five years, assessing relevancy, recency, and quality.
- Bonding Capacity: Proof of maximum aggregate and single bonding capacity via a surety letter.
- Architect/Engineering Qualifications: For Pool 2, proof of A/E capabilities via SF-330, covering mandatory disciplines.
Contractors will be assigned to Pool 1 or Pool 2 based on their evaluated capabilities. Bonding will be required for task orders exceeding $150,000.
