Programs must be 100% online, asynchronous, and designed in a modular fashion, with certificates stackable towards associate degrees. A core requirement is the ability to offer associate degrees and incorporate 15 hours of Navy transfer credit.
Contract Details
This is a Firm Fixed-Price MAC IDIQ contract. The ordering period will commence on August 1, 2026 (or date of award), and extend for 60 months, with a potential six-month option, through March 31, 2032. The overall program maximum ceiling is $342,000,000. The contract minimum quantity is $500.00. The acquisition is Unrestricted.
Submission Requirements
Proposals must be submitted electronically via email. The submission consists of two volumes:
- Volume I: Non-Price Proposal is strictly limited to a maximum of 73 pages total, including all content. This volume is broken down into four evaluation factors with specific page limits:
- Institutional Characteristics (Phase I Form): 5 pages
- Performance Approach: 8 pages
- Academic Capabilities (Phase II Form): 54 pages (maximum 18 distinct academic fields, 3 pages per field)
- Past Performance (Past Performance Info. Form): 6 pages
- Volume II: Price Proposal requires an Excel spreadsheet (Attachment IX) detailing costs per registration, including tuition, instructional materials, and various fees across ordering periods.
Evaluation Criteria
The selection process involves two phases:
- Phase I: Evaluation of Institutional Characteristics. Offerors rated less than "Acceptable" in Phase I are ineligible.
- Phase II: Evaluation of Performance Approach, Academic Capabilities, Past Performance, and Price. Non-price factors are considered significantly more important than price. Offerors rated less than "Acceptable" in Performance Approach or Academic Capabilities in Phase II are ineligible. Award will be based on a Best Value/Trade-Off.
