- Volume II (Price Proposal): Must include a completed pricing spreadsheet (Attachment IX).
- Evaluation: A two-phase, best-value tradeoff process. Phase I assesses Institutional Characteristics (Acceptable/Unacceptable). Phase II evaluates Performance Approach, Academic Capabilities, Past Performance, and Price, with non-price factors significantly more important than price. No price realism analysis will be conducted.
