All submitted programs must be 100% online and asynchronously delivered to support a globally deployed force. Key objectives include fostering accessible, low-cost, and scalable programs, maximizing transfer credit acceptance (including military experience via JST), and ensuring data security and integration.

Submission & Evaluation

Proposals must be submitted electronically via email by May 15, 2026, at 4:00 PM Philadelphia Time. They consist of two volumes:

  • Volume I: Non-Price Proposal (strictly limited to 73 pages total, including charts and graphics). This volume is broken down into:
    • Institutional Characteristics: 5 pages
    • Performance Approach: 8 pages
    • Academic Capabilities: 54 pages (maximum 18 distinct academic fields, 3 pages per field)
    • Past Performance: 6 pages
  • Volume II: Price Proposal (not page-limited, must contain specific pricing information using Attachment IX Pricing Sheet).

Evaluation will be conducted in two phases: Phase I (Institutional Characteristics) and Phase II (Performance Approach, Academic Capabilities, Past Performance, and Price). Non-price factors are considered significantly more important than price, and a best-value tradeoff process will be used. A price realism analysis will not be conducted. Offerors must be able to offer associate degrees as a core contractual requirement.
