Contract Details
This is an Unrestricted Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) with a Firm Fixed Price structure. The pre-established maximum ceiling for successful offerors is $342,689,131.55. The ordering period will commence on August 1, 2026 (or date of award) for 60 months, with a potential six-month option. The minimum quantity per contract is $500.00.
Submission Requirements
Proposals must be submitted electronically via email by the deadline. Submissions consist of two volumes:
- Volume I: Non-Price Proposal (maximum 73 pages total)
- Institutional Characteristics: 5 pages
- Performance Approach: 8 pages
- Academic Capabilities: 54 pages (max 18 distinct fields, 3 pages per field)
- Past Performance: 6 pages
- Volume II: Price Proposal (no page limit, must use Attachment IX Pricing Sheet) Offerors must ensure compliance with updated attachments and page limitations.
Evaluation Criteria
The selection process involves two phases:
- Phase I: Institutional Characteristics (evaluated for acceptability)
- Phase II: Performance Approach, Academic Capabilities, Past Performance, and Price. Non-price factors are considered significantly more important than price. A Best Value/Trade-Off source selection process will be used. Offerors rated less than "Acceptable" in Phase I, or in Performance Approach or Academic Capabilities in Phase II, will be ineligible for award.
