Contractors will provide personnel, equipment, and services to deliver approximately 15-20 different associate degrees, as well as embedded and stand-alone certificates, micro-credentials, and courses in both technical and non-technical fields. Programs must be modular, with certificates stackable towards associate degrees, and designed to enhance warfighting advantage and operational readiness. All submitted programs must be 100% online.

Submission Requirements
Proposals must be submitted electronically via email by May 15, 2026, at 4:00 PM EDT. The submission consists of two volumes:
- Volume I (Non-Price Proposal): Strictly limited to 73 pages total, covering Institutional Characteristics (5 pages), Performance Approach (8 pages), Academic Capabilities (54 pages), and Past Performance (6 pages). Academic Capabilities allow for up to 18 distinct academic fields, with each limited to three pages.
- Volume II (Price Proposal): Not page-limited, but must include a completed pricing spreadsheet (Attachment IX). Offerors are responsible for reviewing all updated attachments, including the latest Q&A (Attachment XI) and Pricing Guide Instructions (Attachment IX).
Evaluation Criteria
The selection process involves a two-phase evaluation:
- Phase I: Institutional Characteristics. Offerors rated less than "Acceptable" in this phase are ineligible.
- Phase II: Performance Approach, Academic Capabilities, Past Performance, and Price. Non-price factors are considered significantly more important than price. A "Best Value/Trade-Off" source selection will be utilized. Offerors rated less than "Acceptable" in Performance Approach or Academic Capabilities in Phase II are ineligible. The Government reserves the right to award without discussions.
Special Requirements
Contractors must agree to a bilateral consortium agreement with USNCC, maintain institutional and program accreditation, maximize transfer credit acceptance (including military experience via JST), provide comprehensive student support, and adhere to data sharing and security protocols (SFTP/CSV initially, transitioning to API). Digital instructional materials are strongly preferred. Contractors must ensure USNCC students are not billed for tuition.
