Contract Details
This CSO is issued under the authority of 10 U.S.C. §3458, as amended by Section 1823 of the National Defense Authorization Act for Fiscal Year 2026. Contracts awarded will be fixed-price, potentially including fixed-price incentive fee contracts, and will follow FAR Part 12 Commercial Item Procedures. The period of performance for efforts proposed under this CSO should generally not exceed twelve months, unless otherwise specified in an AoI.
Submission & Evaluation
The acquisition process is multi-phased:
- Phase 1: Solution Brief: Initial submission to assess relevance, technical feasibility, and alignment.
- Phase 2: Presentation/Pitch (if applicable): Invited offerors may elaborate on their solution.
- Phase 3: Commercial Solution Proposal (CSP): Full proposal submission for selected offerors. Evaluation focuses on individual merit, including technical merit, mission relevance, implementation feasibility, and price reasonableness.

Eligibility & Notes
Both traditional and non-traditional defense contractors are eligible. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and the PIEE system to receive an award. All submissions must be unclassified. The government reserves the right to amend the CSO and to award to all, some, or none of the selected solutions.
