Contract Details

Contracts awarded under this CSO will be fixed-price, potentially including fixed-price incentive fee contracts, and will follow FAR Part 12 Commercial Item Procedures. The period of performance for individual efforts is generally not to exceed twelve months, unless otherwise specified in an AoI. Both traditional and non-traditional defense contractors are eligible to submit proposals.

Submission & Evaluation

The CSO utilizes a multi-phase submission process:

  • Phase 1: Solution Brief – Initial submission to assess relevance, technical feasibility, and alignment. Not compensated.
  • Phase 2: Presentation/Pitch (if invited) – Elaborate on the solution. Not compensated unless stipulated.
  • Phase 3: Commercial Solution Proposal (CSP) – Full proposal for selected offerors. Proposal preparation costs are not reimbursable. Evaluation focuses on individual merit, including technical merit, mission relevance, implementation feasibility, and price reasonableness.

Current Areas of Interest (AoIs)

Several specific AoIs have been released under this CSO, each with its own requirements and deadlines:

  • AoI 0003 - Minor Construction Requirements Type Single Award Task Order Contract (SATOC): Seeks minor construction and repair services (carpentry, electrical, HVAC, etc.) at Anniston Army Depot. Solutions due: April 30, 2026, at 4:00 PM CDT.
  • AoI 0005 - Solid Waste Disposal (Revised): Requires routine removal and disposal of various solid waste materials, including hazardous waste roll-off containers, at ANAD. This is for a Base and 4 Option Years. Solutions due: May 11, 2026, at 4:00 PM CDT.
  • AoI 0002 - ASRS Modernization: Seeks innovative solutions to update and modernize the Automatic Storage and Retrieval System (ASRS) IT components to Army STIG compliance. Solutions due: July 10, 2025, at 5:00 PM CDT.
  • AoI 0001 - Oil Pump Test Stand: Seeks solutions for an Oil Pump Test Stand. Solutions due: August 6, 2025, at 5:00 PM CDT.

Additional Notes
