Contract Details

Both traditional and non-traditional defense contractors are eligible to submit proposals.
Submission & Evaluation
The CSO utilizes a multi-phase submission process:
- Phase 1: Solution Brief – Initial submission to assess relevance, technical feasibility, and alignment. Not compensated.
- Phase 2: Presentation/Pitch (if invited) – Elaborate on the solution. Not compensated unless stipulated.
- Phase 3: Commercial Solution Proposal (CSP) – Full proposal for selected offerors. Proposal preparation costs are not reimbursable. Evaluation focuses on individual merit, including technical merit, mission relevance, implementation feasibility, and price reasonableness.
